NRDCAA NEWSLETTER April 2019
North Richmond and District Community Action Association represents its members in many matters of concern. We are apolitical.
Your committee meets regularly. This newsletter is to keep you informed of our work. Face to face meetings with members are becoming increasingly difficult to arrange but we will call these as necessary and will inform you of these dates via email, facebook page and our website.
Your committee continues to collaborate with the current Council, RMS and other State Government Departments. On the whole progress remains slow.
TRAFFIC remains the major problem and here we have some successes and some making slow progress
The NRDCAA made a submission to Hawkesbury City Council in opposition to Redbank DA 0498/18 February 2019. This was in opposition to new blocks being released BEFORE the Grose Vale Road was lowered the roundabout constructed and access roads were completed. This has prevented extra traffic on Pecks Road
As a side issue the NRDCAA committee met with Hawkesbury City Council General Manager with regard to the increasing safety issues on Pecks Road which resulted in traffic count on Pecks Road. The committee is following what action will result from this data.
As a sign of the vastly improved recognition by Council of community groups, Council at its March 12th meeting resolve to inform community Groups of the Development Application including Environmental Impact Statement for the Bell Quarry Rehabilitation Project at Clarence (DA 294/18) Lithgow City Council. This DA 294/18 is for a quarry “rehabilitation”, which involves major landfill, promises 74 large quarry truck journeys from Sydney carrying landfill along Bells line and the Great Western Highway each day for the next 15 years! NRDCAA did object and committee lodged several individual ones also.
Richmond Bridge Duplication and traffic improvements-Working Group
The NRDCAA are continuing to represent your interests at community workshops run by the RMS and also having other community groups attend.
These workshops are considering the route and placement for a third river crossing. The community Groups and Council are pushing for a bypass as the proposal to duplicate the Richmond Bridge is not a bypass. Public transport has also been put on the table by the NRDCAA. There have been three meetings to date, with another due in April. RMS is hoping to finalise a position by December 2019.

Last year North Richmond was one of two urban areas selected by the Foundation for Rural and Regional Renewal (FRRR) in research as to how communities can prepare for, and recover from, disasters such as Flood and Bushfires. NRDCAA was asked by the then Mayor to attend and take part in the study which is monitored by Sydney and Newcastle Universities. The study has government support and is funded by Prince Charles’s charity. The work is continuing very slowly in co-operation with Kurrajong Forum and Bowen Mountain Association.

Richmond Bridge duplication and traffic improvements – investigations continuing

The Richmond Bridge duplication and traffic improvements have been identified as a longer term solution to help reduce congestion in the Richmond area.  Cameras will monitor traffic flows, for more information click here.

DA0498/18 382 Grose Vale Road, North Richmond, submissions close 21/2/2019

Council is in receipt of Development Application No. DA0498/18 for vegetation removal, the demolition of a dwelling house and outbuilding, earthworks, the removal of two dams, the construction of roads, landscaping and public domain works and a staged Torrens title subdivision to create an additional 273 residential lots and four open space lots at 382 Grose Vale Road, North Richmond. Progress on road works at North Richmond until 13 March 2019

Road works will continue at North Richmond to improve travel times between North Richmond and Richmond.  Details of work up until 13 March, 2019 are listed in the attached press release, click here.

Gross River Crossing, urgent meeting, 5 December, 2018

Redbank Communities, Roads and Maritime Services and Hawkesbury City Council are working together to develop a crossing of the Grose River and Yarramundi connecting Grose River Road and Springwood Road.

A community meeting will be held on Wednesday 5 December 2018 at 7.30pm in the North Richmond Community Centre. All are welcome to attend.

Matters to be discussed during the course of the evening will include:

• The requirement of the Voluntary Planning Agreement for a new crossing

• The requirement for the link as identified by Roads and Maritime at the time of the original Redbank Development – TMap Findings

• The requirement for the link as confirmed by Councils recent Transport Study

• The benefits of an alternative Grose River Crossing that is above the 1:100 Flood Level.  The currently proposed crossing is 5 meters (2 storeys) below the 1:100 flood level

• Next steps – where to from here.

Hawkesbury City Council Mayoral Elections 2018

The North Richmond and Districts Community Action Association  Committee calls on all Councillors to support independent Councillors to occupy the positions of Mayor and Deputy Mayor for the remainder of the current Council's term in view of the challenges that face our community, particularly from State and Federal Governments.

At the last Council election voters resoundingly supported a progressive independent Council.

We have been particularly impressed by the level of Community involvement and participation achieved under the leadership of Councillor Lyons-Buckett. This is in marked contrast to Redbank, Thompson Square and West of the River developments championed by the former Liberal Mayor who was found wanting by ICAC.

Councillors are expected to act in the best interest of the community, not their political party. Local Government is for the people by the people.

Asbestos removal on Bells Line of Road, North Richmond from Tuesday 4 September

There will be work carried out to remove asbestos between 5 September and 14 September 2018.  Hours of works will be 7am to 5pm weekdays and 8am to 1pm on Saturday.  For further information you can download here

What we did in 2017

What we do

Your committee meets monthly and advocates for members in many ways.

During the last twelve months we have had a representative at almost every Council meeting and have spoken on your behalf at many of them.  Subjects have been:

• Traffic problems and the inadequate road system
• Peel Park master plan.  
• As a result of this we were made  “stakeholders” and now have a say in what happens in Peel Park.         

Some of the submissions we have made are:-

• State Government Inquiry into Windsor Bridge 
• Council regarding Planning matters.         
• The latest is to Council regarding the plan to expand the Blue Water extraction plant at Bowen Mountain.

We work with HEN and Streamwatch to conserve Redbank Creek. This involves sampling and undertaking further education with the Australian Museum.

We have dialogue with CAWB and members act as ambassadors to protect Thompson Square

Some of the  letters sent to relevant State and Federal Ministers  have dealt with :-

• Meals on Wheels
• RMS
• Heritage Commission
• HCC  pollution including sewage identified in the steam
• The Gazette
• The contractors for roadwork at traffic lights (Downer Mouchel)
• Mail drop regarding Peel Park

We have met with and attended workshops with Greater Sydney Commission

Currently we have a nominee on Sydney Water Reference group for this area

Participated in :-

• ‘Fit for the Future’ meetings.
• Meeting to discuss Plans for Redbank village and have ongoing dialogue
• Met with Dominic Perrotet re traffic congestion

Recently the NRDCAA was encouraged to apply for membership of  Get Ready NSW Pilot Program , Disaster Resilient: Future Ready. This is an organization aimed to protect communities in times of disaster.  We are shortlisted and begin discussions next week.

Mandatory Planning Panels

About the new, mandatory Planning Panels

On 10 August 2017, the NSW Parliament enacted key changes to the Environmental Planning & Assessment and Electoral legislation.  These changes set up mandatory Minister-appointed Planning Panels that will now assess developments above $5 Million, excluding Local Councillors from the process.  An analysis of the impacts of this decision has been compiled by long-time Better Planning Network member Phil Jenkyn, Co-convenor of the Save Hunters Hill Municipality Coalition.  The analysis can be downloaded here.
